When comparing characteristics of universal newborn hearing screening (UNHS) programs, the authors "found that not all studies reported all the data necessary for calculating the complete proposed set of quality indicators, and that when comparing available data on indicators with corresponding benchmarks, the full achievement of all the recommended targets is an open challenge" (p. 8). There was variability in the design of UNHS programs and in the data collected by each program.
